Increase in insurance (labor) pensions

Will there be a second indexation in 2017?

Back in 2016, there was a question of the possibility of re-indexing pensions, which was discussed for a very long time, and in May 2016, during his visit to Crimea Dmitry Medvedev noted that there is no money in the budget for an additional increase in pension payments. Making a decision to carry out partial indexation in 2016, the Government has legislatively provided for an additional increase in insurance pension payments, but taking into account the emerging economic and social situation in the country at the end of the first half of the year current year. Problems of indexing pensions for working citizens

Until 2016, pension payments were indexed to all pensioners, regardless of whether they continued to work. Since this year, the procedure for increasing state and social pensions has remained the same, which cannot be said about insurance payments.

An important feature of the indexation of insurance pensions in 2016 was that its payment applies to insurance benefits only unemployed pensioners (article 26.1 of the law "On insurance pensions"). At the same time, the legislation provides for the conditions under which a pensioner will again be able to receive an increased pension:

  • the recipient of the retirement benefit needs income-generating;
  • from the 2nd quarter of 2016, the increase in benefits occurs unrepentantly, that is, it is no longer necessary to apply to the pension fund, the calculation will take place on the basis of.

After the retirement is fired, the amount of his old-age pension will be increased by applying all indexes which he missed. At the same time, he will be able to receive the increased payment in the month following the month in which pension authority it became known about the termination of work by the pensioner.

Receiving an indexed pension payment does not prohibit to the recipient to get a job again, while the amount of payments will not be reduced.

Cancellation of pensions for working pensioners in 2017

For a long time, the Government has been talking about reducing the rights of working pensioners, linking this to their total monthly income (pension + salary). Therefore, back in 2015, a bill was created, according to which, with an annual income of more than 1 million rubles, the payment of pensions would be canceled.

It was never adopted, but even now the issue of other restrictions on working pensioners is being discussed quite vigorously. Based on the results of meetings held in the Government at the beginning of 2016, the Ministry of Finance of the Russian Federation has prepared a plan for the next change pension system in a crisis, some of the points of which contains suggestions:

  • Cancel the payment of pensions to working pensioners, or at least a fixed part of it.
  • Stop pension payments to workers in hazardous and hazardous industries who continue to work in the same conditions that they were given the right to receive.

The measures proposed by the Ministry of Finance were discussed at the level of ministries, and it is not yet known whether they will be accepted for implementation, but they already have a number of negative reviews. To implement such a plan, it is necessary to properly calculate everything and predict the possible consequences of its application.

Nevertheless, in 2017, the payment of pensions will not be canceled to working citizens.

Indexing topic pension accruals perhaps the most exciting. Pensioners are actively discussing the problem of lack of funds for a decent existence. Many elderly citizens have to work additionally, perhaps in more than one enterprise, in order to somehow feed themselves, pay taxes.

The working part of the elderly is interested in increasing pensions no less than those who are unable to work. Each year, the state sets a percentage depending on the inflation rate, by which payments to pensioners will be indexed. 2017 became a crisis year, a difficult economic situation developed in the country, but the required recalculation for working old people still took place.

In August 2017, there was a planned increase in pensions for working pensioners by 3 points, which is no more than 222.81 rubles.

Thus, the allowances for elderly workers were only recalculated, they did not fall under the state indexation. Such a recalculation of benefits is made depending on the paid insurance premiums from the employer.

How was the recalculation of pensions

As already noted, pension payments are recalculated in accordance with the inflation rate. V 2015 year the inflation rate was almost 13%. However, the unstable economy did not allow an increase in benefits for the elderly by such a coefficient.

In connection with the current situation in the country, a law was passed that canceled the conditions for raising pensions to the inflation rate. The law provided for an increase in charges for the coefficient, significantly lower than inflation - 1.04. Also, this bill canceled the indexation of working pensioners.

Important! The cancellation of indexing did not affect the citizens who are on state support regardless of their employment status.

In February 2016 year all pensioners were indexed by 4%. Government officials planned to re-index, but there was none. Instead, it was appointed lump sum payment in the amount of 5,000 rubles to all retirees, including those who work.

Such a measure state support proved to be beneficial for the Government in connection with the current difficult economic situation. Such an award was carried out in January 2017. As noted by government authorities, this one-time premium to the retirement population was equal to the promised secondary indexation.

The 2016 inflation was calculated. It was 5.6%. In February 2017 year payments to the elderly were indexed by 5.4%, in April for the remainder - 0.38%. Thus, even able-bodied old people were not offended; pensions for working pensioners were indexed in 2017.

Predictions for 2018

As usual, in 2018 disabled citizens retirement age government benefits were indexed by 3.7%. For the next years it is planned to increase the state support by 4%. But this applies to pensioners who do not carry out labor activities and beneficiaries.

Working citizens of the appropriate age will not be affected by this recalculation of benefits. Accruals will not be indexed until summer 2018. A fair question arises when the pension for working pensioners will be indexed.

Attention! Dismissal from a job is the only situation that will allow former employee retirement age to return all missed indexations.

After dismissal, the pensioner will have the right to receive all indexations that he was not entitled to during the period of employment. This right will come from the next month after leaving the place of work.

To confirm their right to return indexations, a person must contact the nearest branch of a pension organization, presenting the following documents to employees:

  • application asking for a raise monthly payment, since the right arose in connection with the dismissal;
  • work book, where there will be a mark confirming the fact of the employee's dismissal;
  • an employment contract signed by the manager;
  • if the resigned person was an individual entrepreneur, lawyer or notary, evidence of the termination of all employment should be submitted;
  • the main document of the citizen, confirming the identity.

After the submission of all the required papers, the pension management bodies will increase payments to working pensioners.

After May 2016, business leaders are required to report on the number of their employees performing duties on this moment, or laid off.

Thus, a retired elderly employee will not need to submit an application to the Pension Fund, employees will index in an automated manner.

The state does not forget about the working old people. The government of the Russian Federation has decided to make an annual recalculation of the salaries of elderly workers in accordance with the employer's deductions. Such recalculation of compensation payments is made by no more than 3 points. Recalculation is carried out automatically, without request additional documents, working pensioners decided to increase their pensions in accordance with the deductions of managers.

So, legislation for elderly citizens does not apply equally to all individuals. Working old people do not have the opportunity to receive annual indexation, as disabled persons do. This right comes to them only after they officially leave the workplace.

The increase in pension as a result of the August recalculation is purely individual in nature - the amount of the increase depends on the amount of insurance premiums that the employer paid for a working pensioner in the Pension Fund of the Russian Federation in 2016. To carry out the recalculation, no applications to the Pension Fund will be required - recalculation is unreported, except for persons who have the right to establish a share, but have not assigned a share (civil servants, military personnel).

In accordance with Federal Law No. 400-FZ dated December 28, 2013. "On insurance pensions", when recalculating, a working pensioner can be additionally credited with no more than three points. Considering that the value of the retirement point from On April 1, 2017, it is 78 rubles 58 kopecks, the maximum increase in pension will be 235.74 rubles. In cases where the pensioner continues to work on the date of recalculation (i.e., his pension in 2016 was not indexed and he did not interrupt his work), then when paying the amount of the increase, the cost of the 2015 pension point will be taken - 71.41 rubles. (non-indexed). Thus, for this category of citizens, the maximum increase in pension will be 214.23 rubles (71.41 x 3).

In order to earn 3 pension points a year, you need to receive a salary of about 22 thousand rubles a month or more. Thus, a working pensioner will be able to receive the maximum increase in his pension, as a result of an adjustment, in the amount of 235.74 rubles (214.23 rubles for workers), receiving a salary in 2016 in the amount of about 22 thousand rubles or more. If the pensioner's income is less than 22 thousand rubles a month, then the increase will be less.

As for individual entrepreneurs, if a fixed payment of 19,356.48 rubles is paid for the year, the increase will be 66.77 rubles.

Indexation of pensions for working pensioners in 2019. What does the future hold for working retirees? the Russian Federation last years is in a critical position on financial settlement due to the financial crisis.

But the current economic situation did not allow the indexing of pensions for working pensioners in 2019 at this level and remained only 4%.

But the state does not leave the opportunity to conduct a parallel indexation of pensions for working pensioners in 2019. The secondary revision of the pension, and its indexation, may be carried out in October 2019. But retirees who are in working class status do not fall into this category.

Taking into account the economy and the current budget, the indexation of pensions for working pensioners in 2019 will be discontinued, for an indefinite period. This is the final decision in alliance with the Ministry of Labor and the Pension Fund. This is due to the fact that working pensioners have more than one source of income. Given the minimum budget receipts, the state considered it fair to leave unchanged indexation of pensions for working pensioners in 2019... But after the end of employment, the pension must be revised on an individual basis, for a citizen who was a previously working pensioner.

The Ministry of Labor has also made a proposal to revise pensions, to the minimum rate for those working pensioners whose income exceeds 1 million rubles. Such a project is under consideration and will be implemented no earlier than in 2019.

Indexation of pensions for working pensioners in 2019 a serious issue as it affects a large percentage of the population. In the Russian Federation, a working pensioner is a normal phenomenon. According to statistical studies, 60% of pensioners are employed. Indexation of pensions for working pensioners in 2019, or rather ignoring it, can lead to the following problems:

Consequently, the cancellation system indexation of pensions for working pensioners in 2019 is not effective, it will not help achieve savings for the Pension Fund. But, in turn, the decision remains with the State, which relies on social justice.

Such categories of pensioners, in general, continue to work, receiving not only their legal pension, but also their salary. Citizens who have retired by age (old age) can also continue to work. Not all of them are satisfied with the size of their pensions. And not everyone has enough of it for a normal life.
