From the beginning of 2019, the pension reform will come into force, which will cause an increase in payments at a high rate compared to previous years. At the government level, it is noted that indexation will outpace the inflation rate, and the growth in deductions will become unprecedented. Indexation of pensions for working pensioners

The reasons for the lack of indexation for the working category of older people are as follows:

  1. Only points (IPC) accumulated in 2018 are taken into account, but no more than three. The rest of the amount is taken into account only after the completion of the employment contract;
  2. The price of the points will vary depending on the time of retirement. The amount is subject to freezing and is also subject to recalculation after dismissal.

It is noteworthy that for citizens going on a well-deserved vacation in 2019, the conversion will also not be carried out, since the IPC earned at the end of this year has already been taken into account. Thus, the first recalculation is forecasted only in August 2020, if the person continues to work.

  • SPstp - similar transfers of SPst, but as of 31.07 of the current period in which the indexation is performed;
  • points - IPC, accrued from 1.01 of the current period;
  • K is the coefficient provided for in the Federal Law "On Insurance Pensions" (Art. No. 15, Part No. 11), that is, the ratio of seniority to 7.5 years;
  • KN - the presence and number of dependents among the elderly;
  • SPK - price for 1 point.
It is noteworthy that this formula is relevant in relation to general charges and is applied only when calculating the insurance part, including the presence of a disability group or a subsidy for the loss of a breadwinner.

If it is necessary to calculate payments by old age, then the coefficients "K" and "KN" are equated to "1", and the formula will look like this:

Cancellation of indexing on re-employment

Due to the fact that the new bill does not apply to all types of deductions, a number of the introduced restrictions affect only insurance payments and fixed amounts. Accordingly, the rules apply to the working category, which will not be indexed. The recalculation is due when you go to rest due to your old age. In view of this, working seniors cannot apply for an annual increase in contributions.

Safety benefits are converted to points, so the term price of one individual coefficient is used. It is subject to government approval every year and looks like this:

Fixed amount + insurance part = total amount of payments.

However, this does not mean that a working pensioner will not receive a pension and will lose indexation. After a person quit his job, he can apply for the registration of transfers lost from the annual coefficients.

Against the background of this application, the restoration of payments will take place not in the same month, and not even from the next, but after the dismissal. The deductions, taking into account the recalculation, established by the new draft law, are made within 90 calendar days from the date of completion of the TD.

Important: the procedure for indexing fixed amounts and the security benefit itself is converted as part of an increase in the price of 1 individual point.

Refund or cancel the indexed pension to workers in the future


At one of the last meetings of the State Duma, Russian Prime Minister Dmitry Medvedev made a speech, who noted that this topic should not be forgotten and in the current period will be thoroughly worked out.

However, it should be borne in mind that the minimum allowable length of service, which guarantees the receipt of benefits, is six years. In this case, the presence of the corresponding volume of individual points on the personal account of the pensioner is taken into account. It is noteworthy that in 2017, at the government level, an annual limit for the accumulation of the coefficient was set.

Is it profitable to work in retirement


Despite the fixed minimum threshold for receiving benefits, it is more profitable for a working person to have a job than to rest. At the same time, continuing to increase the length of service, the citizen receives an increase in contributions, in accordance with which the savings have a positive trend when recalculating the pension.

On the other hand, you can forget about the annual conversion, since it does not apply to fixed contributions due to the cancellation of the increase in the volume of such benefits in 2016. Citizens can only hope for the accounting of indexation rates promised by the Russian government after dismissal.

In 2016, the Russian pension system will undergo changes that will affect all participants in the compulsory pension insurance system: current and future pensioners, employers.

Raising pensions and social benefits

In 2016, insurance pensions and state pensions will be indexed.

An important innovation is that from 2016, insurance pensions will be indexed only for non-working pensioners. Their insurance pensions, as well as a fixed payment to it, will be increased by 4% from February 1, 2016.

The amount of the fixed payment after indexation will amount to 4,558.93 rubles per month, the cost of the retirement point - 74.27 rubles (in 2015 - 71.41 rubles). The average annual old-age insurance pension in 2016 will amount to 13,132 rubles.

Pensions for state pensions, including social ones, will be increased by 4% from April 1, 2016 to all pensioners, regardless of the fact of work. As a result, in 2016 the average annual size social pension will amount to 8 562 rubles.

The second indexation of pensions is planned in the second half of 2016, the decision on which will be made in mid-2016, based on the financial capabilities of the state.

In February 2016, the size of the monthly cash payment (MAP) - the most massive social benefits carried out by the FIU. Simultaneously with the indexation of the EDV, the cost of a set of social services will increase, which federal beneficiaries can receive both in in kind, and in monetary terms.

Payment of insurance pension to working pensioners

From 2016, working pensioners will receive an insurance pension and a fixed payment to it, excluding planned indexations. This provision of the law applies only to recipients of insurance pensions and does not apply to recipients of state pensions, including social pensions.

The indexation of insurance pensions in February 2016 will apply only to pensioners who did not carry out labor activities as of September 30, 2015.

If a pensioner belongs to the category of the self-employed population, such a pensioner will be considered working if he is registered with the Pension Fund of the Russian Federation as an insured as of December 31, 2015.

If a pensioner stopped working in the period from October 1, 2015 to March 31, 2016, he can notify the Pension Fund about this and apply to FIU statement to May 31, 2016. After consideration of the application to the pensioner, the payment of the insurance pension, taking into account the indexation, will begin from the next month.

If the pensioner then finds a job again, the amount of his insurance pension will not be reduced.

If the pensioner stops working after March 31, 2016, there is no need to apply to the Pension Fund. The fact is that from the second quarter of 2016, monthly simplified reporting will be introduced for employers, and the fact of a pensioner's work will be automatically determined by the Pension Fund.

For pensioners who worked in 2015, an increase in insurance pensions will be made in August 2016 (unapproved recalculation), based on the pension points accrued for 2015, but in monetary terms no more than three pension points.

Moratorium on formation pension savings

A decision was made to legally extend the moratorium on the formation of pension savings for 2016. This is not a "freeze on pensions" and even less a "withdrawal of pension savings." The moratorium on the formation of pension savings means that the 6% that could go to funded pension, will be directed to the formation of an insurance pension. In any case, all insurance premiums paid by the employer for the citizen will participate in the formation of the pension. At the same time, the indexation of the insurance pension for last years higher than the average return on investment of pension savings.

Maternal capital

A key innovation in fund management maternity capital there will be an opportunity to direct his funds to purchase goods and pay for services for social adaptation and integration of children with disabilities into society.

The FIU will begin to accept applications with supporting documents from certificate holders after the Government of the Russian Federation approves the corresponding list of goods and services, as well as the rules for channeling maternity capital funds for their purchase.

The maternity capital program has been extended for two years. Now, in order to obtain the right to maternity capital, it is necessary that the child who qualifies for the certificate is born or adopted before December 31, 2018. At the same time, as before, the very receipt of the certificate and the disposal of its funds are not limited by time.

In 2016, the Pension Fund will continue to accept applications from certificate holders for a lump sum payment of 20,000 rubles. Families living in the area can apply Russian Federation who received or will receive the right to a maternity certificate as of December 31, 2015 and have not fully used the entire amount of maternity capital.

To obtain lump sum, an application to the FIU must be submitted no later than March 31, 2016. Families can use the money received for their daily needs.

In 2016, the amount of maternity capital will remain at the level of 2015 - 453,026 rubles.

Insurance premiums and reporting

The insurance premium rate for compulsory pension insurance in 2016 remains at the level of 22%. The marginal wage fund from which insurance contributions to the compulsory pension insurance system are paid will be indexed in 2016 and will amount to 796 thousand rubles (plus 10% in excess of this amount).

At the same time, the additional rate of insurance premiums for employers who have jobs in hazardous and hazardous industries (if the employer does not carry out a special assessment of working conditions) in 2016 will amount to 9% according to List No. 1, according to List No. 2 and “small lists "- 6%. If the employer has carried out a special assessment of working conditions, based on its results, a class of working conditions at workplaces and the amount of additional insurance premium rates are established.

Preferential rates of insurance premiums remain for many categories of policyholders, including payers of insurance premiums who have received the status of a member of the free economic zone in the territory of Crimea and Sevastopol, the status of a resident of the territories of advanced social and economic development, the status of a resident of the free port of Vladivostok and others.

As in 2015, if the number of employees exceeds 25 people, reporting must be submitted to in electronic format with digital signature. The last dates for submitting reports in paper form in 2016 are February 15, May 16, August 15, November 15, and when submitting reports in electronic form - February 20, May 20, August 22, November 21.

It is planned that from the second quarter of 2016 additional monthly simplified reporting will be introduced for employers. Its purpose is to determine whether a pensioner is working. This information will save the pensioner from going to the Pension Fund and applying for the renewal of the indexation of the insurance pension. The Pension Fund will inform employers in more detail about the specifics of submitting these reports in the first quarter of 2016.

The size of the minimum wage in 2016 will be 6,204 rubles. As a result, for the self-employed population who do not make payments to individuals, the fixed payment will be 19,356.48 plus 1% of the amount over 300 thousand rubles, but not more than 154,851.84 rubles.

In addition, since January 2016, the budget classification codes for payment of insurance premiums by payers from among the self-employed population, for penalties and interest - for all categories of payers are changing.

For a year of work experience, the employee is awarded points, which give him the right to qualify for a pension, subject to payment of contributions.

For those who worked before 2015, pension capital is converted into PC... This is done using a simple formula:

PC = Insurance part(no base) / point value

GIPK Is an annual IPK, that is, the sum of points earned in a year is calculated as follows:

GIPK= The sum of all insurance premiums / The maximum possible amount of premiums x 10.

The amount of insurance premiums directly depends on the annual salary: this is 16% of it, if the option of only insurance pension is chosen, or 10%, with the option of insurance and funded.

The maximum number of points that can be awarded per year will be 10 in 2021 and 7.83 in 2016.

They will be accrued depending on which pension option was chosen.

The insurance pension is regularly indexed by the state, while the funded pension is not indexed. There are other sources of growth for it - the financial market and investment.

The basic formula for calculating a pension

Old-age insurance pension (StrP) for one year =

V short form: STRP = GIPK X SPB + PV

GIPK- this is the sum of points for the year;

SPB- the cost in rubles of one retirement point in the current year, set by the state and indexed annually.

PV represents a fixed payment determined from 28.12.2013, article 16.

For 2016 insurance pension is defined as follows: StrP = IPK x 74.27 + 4558.93 rubles.

From January 1, 2016, the 2% allowance has been canceled, and pensions to the military will be calculated for length of service. But from the same moment, pensions for them and the Ministry of Internal Affairs have been growing by 7.5%.

If, after the end of the service, pensioners take up civil works, then they will receive the usual retirement experience. All allowances will be directed to social needs. This is the equalization of civil and military pension payments, quite appropriate during a crisis.

Pension reform 2016 for judges of the Russian Federation

Judges are employees of state structures and, although formally they are not employees, they belong to professions whose work is paid for from the budget. When the judge is about to retire 3 possibilities open before him.

The minimum length of service will increase and triple, however, not immediately, but over 15 years.

Pension reform 2020

We are talking about the pension head of the well-known "Strategies 2020", it was developed by the liberal wing of the Russian government and is aimed at providing high pensions for the middle class.

Since it is the middle class that is being washed out in the whole world in the conditions of a prolonged crisis, it is unlikely that such a topic will remain relevant by 2020.

Nevertheless, the creators of the 2020 pension reform propose such solutions to the problem.

  1. Raising the minimum length of service for a labor pension.
  2. Reducing the list of hazardous jobs and early retirement benefits.
  3. Pension for low-income workers, social and basic.
  4. For the middle class - the sum of the base, solidary and funded.
  5. Rich - as well as for the middle class, plus everything else.

With the abolition of the indexation of payments to working pensioners, the authorities, in addition to saving money, are trying to push citizens to the timely termination of work and retirement. But many experts believe that such an outcome should not be expected. Most retirees take up their jobs because of a lack of funds, and not because of the desire to work longer. Many citizens in old age would gladly give up work, but in this case they will have to live only on a pension, the size of which does not provide a decent standard of living.

Considering the constantly growing tariffs for housing and communal services and prices for goods and services, this problem is only getting worse every year. The abolition of indexation only leads to the fact that many pensioners continue to work, but only unofficially. In such conditions, it is more profitable for them to receive a salary "in an envelope" and an indexed pension than to work officially, and pay taxes to the treasury.

Under the new legislation, since 2019, the following procedure has been established for increasing cash payments to pensioners:

  • the frequency of the increase in the amount of payments - once a year;
  • the date on which the recalculation will be made is January 1.

Such a schedule has been approved by the government for the next six years, until 2024. The first indexation under the new rules will take place on January 1, 2019. For pensioners, this means that they will receive the increase a month earlier than usual. The increase in pension payments from February 1 was justified by the fact that information on price increases for the previous month, the Federal State Statistics Service publishes only at the beginning of next month.
